CSA Score (Compliance, Safety, Accountability)
A CSA score is a safety measurement system used by the FMCSA to identify high-risk commercial motor carriers and drivers. The system evaluates seven Behavior Analysis and Safety Improvement Categories (BASICs) using data from roadside inspections, crash reports, and investigation results. Carriers with scores exceeding intervention thresholds face alerts, warning letters, or targeted investigations.
The Compliance, Safety, Accountability program replaced the older SafeStat system in 2010 and represents the FMCSA's data-driven approach to safety oversight. CSA scores are calculated across seven BASICs: Unsafe Driving, Hours-of-Service Compliance, Driver Fitness, Controlled Substances/Alcohol, Vehicle Maintenance, Hazardous Materials Compliance, and Crash Indicator. Each BASIC uses a percentile ranking from 0 to 100, with higher numbers indicating worse performance relative to peer carriers.
The scoring methodology weights recent violations more heavily than older ones, and more severe violations carry greater point values. Violations from the most recent 12 months carry three times the weight of violations from 13 to 24 months ago. This time-weighting means that a single bad roadside inspection can significantly impact a carrier's score for up to two years. When a carrier exceeds the intervention threshold for any BASIC — typically in the 65th to 80th percentile depending on the category — the FMCSA may issue a warning letter, schedule an on-site investigation, or propose penalties.
CSA scores have far-reaching business implications beyond regulatory enforcement. Insurance underwriters review CSA data when setting premium rates, and many shippers and brokers use CSA scores as a screening tool when selecting carriers. A poor CSA score can mean higher insurance costs and lost freight contracts. Proactive certification tracking helps carriers maintain strong Driver Fitness and Hours-of-Service scores by ensuring all driver qualifications remain current and properly documented.
